Exactly, Bill. If you read French and have eyes good enough to read
the fine print on the post card, all is explained. It is about a
patent office located in 1. Baarle-Hertog, next to the Belgian post
office, 2. Antwerp (German postal services in Belgium), and 3. Ste.
Adresse (Le Havre) (Belgian postal services in France). They tell us
that they can provide philatelists with these special cards because
of the fact they operate out of Baarle.
