precisely right of both of you hugo & peter
which is why i have scrupled so punctiliously to set the rules & bounds of
this playground precisely where they have indeed already been set
not by me but
by the series of unclos & other agreements & proclamations by the
individual countries of the world
beginning with the antarctic treaty of 1959
& then extending these rules outward from this our penguiny but duly
designated metro homeland area
seaward or landward as necessary between the 200nm & 12nm rules
& casting zillions in mineral rights etc to the wind &or the deep sans souci
as soon as i realized each of my several earlier misapprehensions regarding
the various rules of sovereignty & exploitation

but the truth still seems to me to be that there is a vast area
comprising both a good bit of land & ice plus most of the seabed & the sea
which is being held in reserve for us all to claim & own sovereignty over
like the indians who woke up one day to realize they legally sort of own 2
thirds of maine
even tho last i heard they were of course still in court trying to get to it
