In theory, they're only reserved for five years and then returned to the
pool (former countries are permanently listed in ISO 3166-3 with a
4-character code). However, the widespread use of certain codes for
Internet domains means they tend to hang around for much longer nowadays.
For example, despite repeated attempts to close .su, some people just won't
make the transition to the successor domains.
