Earlier they used too, but after the formation of the UAE in 1971,
its getting gradually centralized. Still, each Emirate has its 'own'
Immigration and Naturalization Department under the auspices of the
Central Government. Till recently, Dubai had its own separate defence
forces. I have a scan of the Internal boundaries of the UAE which is
very intersesting indeed. I'll try to post it within the next few
days.

I am indeed sorry- its not a fence, but a series of Posts. The posts
are just inside Dubai and are very closely fixed. I remember a funny
incident- I was involved in the construction of the corniche road on
the Sharjah side (from where I took the photos) when all of a sudden
one particular morning the Dubai police came and arrested all the
workmen working on the road- I was not present. The border was not
demarcated then and it took some effort at higher levels to clear the
confusion and release our men. A similar incident happened elsewhere
when the Dubai police again arrested a shopkeeper for not having the
license- actually the shopkeeper had a sharjah license, but the shop
actually lay in Dubai (now) and disputed (then). Yet another place,
the border passes through a roundabout- very interesting.
