<div id="ygrps-yiv-330901554">I posted an essay I recieved from the comp.dcom.telecom Usnet <br/>
newsgroup. In that newsgroup there was some confusion on what a <br/>
Town/City/Village/Borough/etc was and what powers it had. A poster <br/>
named Neal McLain did some research and posted his result today. He <br/>
indicates of course that some of theses entities do not exist in <br/>
every state and that their powers are different in  each state but <br/>
does describe the basis of the situation. in Hopefully someone will <br/>
find it interesting.<br/>
