So, I was comparing topo maps with the website
http://www.co.fairfax.va.us/scripts/esrimap.dll?name=ortho2&cmd=init
which I previously mentioned. There are independent
cities in Virginia which is not part of the counties
they are surrounded by while many other cities are
part of the county that it is in. These independent
cities are pretty much like tiny counties.
For example, the rectangular city smack dab middle in
the orthophoto site is Fairfax independent city which
is not in Fairfax County, but the city very near
slightly NE is Vienna city which IS part of Fairfax
County. Thus in topographic maps, Vienna limits
aren't identified, but Fairfax city limits are. So,
the enclave that shows up in the map
http://www.topozone.com/map.asp?z=18&n=4301841&e=299273&s=25
is a conty-level enclave while some other county
enclaves in a city are not like the county enclaves in
Los Angeles city as Los Angeles city still is a part
of Los Angeles county.
By the way, I found a few more Denver county enclaves
though the county mapsite is down now, so I can't
really show the maps which show them.
