I came to the same result. One thing made me wonder a bit.
On this map http://climate.gi.alaska.edu/history/Arctic/BarrMap.gif I found that around Barrow there are two minor towns; Browerville and Nuwuk. It would be fine to get a confirmation if they also are included in the population of 4,581 or not. If not, Barrow is most likely the northernmost town of the World.

Barrow, Alaska, is north of Hammerfest, and approaching the Norwegian
