I don't get that either. According to any time zone maps I find,
Australia is in the time zones GMT+7, GMT+8:30, GMT+9.

In summer, some states of Australia shift to daylight savings time
and some don't, which seems to give this even odder pattern:

OK so it's odd, main reason being that the central time is out of
synch from the usual full hour hops. But at no location do they ever
get 0:45. All hops are still multiples of 0:30. What's going on here?
