A search of GeoNet gives an "area" named variously Lopemukath,
Lopeemugath, Lobemugat which appears in all three countries. (GeoNet
uses "area" for bits of country that have a name but are otherwise
undistinguished.)
The same search sheds no light on Lou Sand Hilo, except the (perhaps
coincidental) fact that -hilo is a suffix in Ethiopian placenames
that seems to be associated with watercourses and wells.
