I can't see why a point can't be a border. But it only works in a
theoretical sense. Because if you tried to cross there, or even string a
phonel ine, you would invade the soil or airspace of the other two countries
on the flanks of the point. So a boundary exists across the quadpoint, but
only academically, as it has no practical implication.
