The area was annexed by the City of Alexandria from Fairfax County 
around 1910. It was probably annexed to have enough land to proved 
city services and to get more people to pay for those services. See 
message 5785 for some details on the annexaction.
Currently the Town of Leesburg is proposing annexing land from 
Loudoun County that would double its size. Leesburg want to cash in 
on the housing boom in that area of Virgina while Loudoun county 
wants a slow development approach. It should be noted that many of 
the influential people in Loudoun coounty are rich people who own 
Horse Farms and Vinyards and do not want any development that would 
change their idyllic lifestyle. (But they do make some great wine 
there including)
