 </span></blockquote>Trucial States, I think. I presumed FIPS changed the digraph because<br/>
the Trucial States were not exactly congruent with the UAE in boundary<br/>
terms (they change administrative region numbers when the boundaries<br/>
of a region change, even if the name stays the same). But I&#39;d have to<br/>
confess I have no evidence to support that.<br/>
