Indian issues are a little complicated, first one needs to seperate 
Indian Tribes, Indians, and Indian Reservation.
Federal Reconginized Indian Tribes are semi-soverign entities. They 
have soverign immunitiy but can not negoitiate treaties by themselves.
They also do not pay taxes.
An Indian from a Federal Reconginized Indian Tribe is just a normal 
citizen of the US. He has no soverign immunitiy, pays taxes (unless 
he lives on a Reservation) like everyone else in the US, and has to 
follow all laws like everyone else in the US.
Most of the land an India Tribe owns is considered a Federal 
Reservation which state laws * and state taxes do not apply. The 
Indian tribe acts as the local government of a the reservation. You 
do not need be an Indian to live on the reservation.
* Federal statutes exist hich make it illegal to break a state law on 
a reservation (Indian or Military). When this law is applied the case 
is hear in the Federal Courts but using the state rules.
PS The reason I post info on the federal court system is that for 
most of the past 3 years I have worked on a project for the US Courts 
and consquently have learned how it works.
