there is also a surprising clavological consequence of the law that limits
most state territorial waters to 3nm

in message 220 david pointed out that point roberts is not an exclave of the
united states since it is connected to washington state & whatcom county
& indeed most maps back him up in these assertions

nor is he mistaken in his conclusion

yet because point roberts is more than 6nm from any other point of land in
washington state
there is actually a legal discontinuity of washington state territorial
waters
& this gap is bridged only by usa territorial waters

so point roberts is a legal exclave of washington state
& so it follows also a legal exclave of whatcom county
while not being an exclave of the usa
