These new FIPS codes aren't necessarily what the ISO will eventually
assign to Montenegro and to Serbia (separately). In fact, RB is
"indeterminately reserved" in the ISO by both Bolivia and Botswana.
Serbia and Montenegro (together) were officially CS per ISO, never YI.
Of course, one might choose to use the FIPS codes until the ISO speaks.
