Montenegro is hardly a pretense.  Under the 2003 Constitutional Charter <br/>
of Serbia and Montenegro, either of the two republics was entitled to <br/>
hold a referendum on separation after three years.  What Montenegro is <br/>
doing is strictly by-the-book.<br/>

As for the race to Turtle Bay:  As the Montenegrins divorce the <br/>
Serbians, each party becomes as single as the other.  Will Serbia be <br/>
allowed to inherit the existing S&M seat while Montenegro has to apply <br/>
anew, or will both Serbia and Montenegro need to be admitted anew? <br/>
Please remember that it took the UN from 1992 to 2000 to admit the rump <br/>
Federal Republic of Yugoslavia (renamed Serbia and Montenegro in 2003) <br/>
in lieu of the former Socialist Federative Republic of Yugoslavia after <br/>
Slovenia, Bosnia-Herzegovina, Croatia, and Macedonia had departed.<br/>
