The ISO codes KO, KS, and KV are all currently unassigned and unreserved.

Montenegro won't be MO, which is assigned to the Macao Special Administrative
Region of the People's Republic of China.

CS is assigned to Serbia and Montenegro ("Srbija i Crna Gora" in Serbian). One
presumes that the letter C refers to Crna Gora. (They couldn't have SC because
it belongs to Seychelles.) If/when Montenegro gets a new code, Serbia might
want a new one without the C. Montenegro can't have CG, which belongs to the
Republic of the Congo (Brazzaville).
