Yes, point taken. I think you're right; that UNCLOS
article seems to refer only to artificial structures,
which are in int'l waters.

Perhaps this 1972 source predates the current state of
UNCLOS.

Anyway, your UNCLOS quote seems to refer to artificial
works disconnected from
land. I would still rather strongly think that
landfills, jetties, or polders
(and probably piers or bridges) connected to a
mainland or to a natural island
would generate territorial sea.
