Norman J. G. Pounds in POLITICAL GEOGRAPHY (New York: McGraw-Hill, 1972):

"The coastline is continually changing under the influence of both natural
processes and human effort... It makes no difference that such changes are
effected by man. A man-made island, a jetty or pier projecting into the sea, or
the reclamation of coastal lands--all have the effect of advancing the
territorial limits farther in the ocean."

Perhaps this 1972 source predates the current state of UNCLOS.

Anyway, your UNCLOS quote seems to refer to artificial works disconnected from
land. I would still rather strongly think that landfills, jetties, or polders
(and probably piers or bridges) connected to a mainland or to a natural island
would generate territorial sea.

Do you agree?
