It was not any kind of legal prohibition. In fact, some federal agency (Federal
Trade Commission?) finally said that the company's restriction of distribution
to eleven states was an illegal restraint of trade. It was true that there was
then limited production capacity, but the feds believed that the strict
geographic limit was designed to increase demand outside the region. People
seem to want what they can't easily get.
