Summary of the Turkish page (edirneninsesi) about the decleration of  Bulgarian Consul to Edirne:
1/2 of the Island belongs to Turkey, 1/4 to BU and 1/4 to GR.
the size of the monument is 2-2,5 m and  3 flags will be shown on it.
The cost will be met by EU fund.
It is planned to start the monument ASAP and to finish by april.

hey anything is possible
ibs to the contrary notwithstanding
since bggrtr could have been subsequently revised too
perhaps even in november 1998
per that trilateral news item you also found

& tho this link just looks like a lot of question marks to me
i would definitely continue to suspend final judgment & check it
out further however possible
