The microphone cables go right on the border. The flags at both end
of the table are on the border. One flag on one end is on a pole
deliberately slightly higher than the other - which? Guess. The
building is the only spot in the Joint Security Area where nationals
from one side can go into North Korea and vv without formality.
Neutral Nation Observers do go on both sides of the demarkation line
outside of the building, but they need accreditation first (a formality).
