This is a very interesting project!

A quick look shows that my own state has only one intrastate quadriparish point
(in western Lake Pontchartrain), but, surprisingly, it also has an interstate
county-equivalent quadripoint with Arkansas. Many maps (including USGS) show a
second such point with Arkansas, but the most definitive maps show that the
meander lines of the Red River used as county and parish boundaries do not
precisely match across the state boundary. This is a complexity with which
we'll have to deal in various locations, and which might sometimes produce less
than certain results.

I propose that we try to find some fairly standard county line base maps of the
several states and proceed to catalog quadricounty points by the placement of
dots on them (perhaps in two different colors for intrastate and interstate
points).

As an example, I have cropped Louisiana out of the USA counties base map at the
County Highpointers Association site and have indicated the intrastate and
interstate quadripoints in red and blue. The result is attached as a simple
illustration of what I propose. I think that a better standard set of state
base maps showing county lines will be needed for this purpose.
