In pursuing further about the Bolivian beach in Peru, I learned, based
on my rudimentary understanding of Spanish and with a little help from
Google's translation utility, that the beach Boliviamar is 14km south
of Ilo, and is totally separate from the harbor facility given over by
Peru to Bolivia. It is virtually empty sandy beach four miles long -
populated with a Bolivian monument to mark it's handover to Bolivia.

There appears to be a work afoot to establish sort of a condominium
to, in addition to the seascost properties, to accommodate pipelines
from Bolivia to the sea and from the Peruvian portion of the port to
Bolivia, and to incorporate Boliviamar and the Bolivia at Ilo harbor
into the ZEEBI and the ZOTEBI.

ZEEBI = Zona Economica Especial para Bolivia en Ilo (the harbor) and
ZOTEBI = Zona Turistica Especial para Bolivia en Ilo (the beach).

There is a survey on a Peruvian government website asking the
population to state whether they feel Bolivia has an actual right to
access to the sea. (It used to have access before it lost the
saltpeter war in the late 1800s).
