You have already received several responses to these questions.

What hasn't been mentioned yet is that (at least here in the
Southwestern part of the USA) it is often not a cut and dried issue
of a certain blood quantum, or birth within a particular piece of
real estate. And even if it is, the precise facts of events of
decades ago are often fuzzy.

Since the advent of lucrative casino gambling in California and
other states, there have been numerous reports in the press of
certain individuals or families being expelled from the membership
rolls of a Native American unit. The expellers justify by ruling
that they don't meet certain criteria, and that they had been
enjoying the benefits of membership unjustly.

The expellees, naturally, wail that they are rightfully members, and
that the are being kicked out so that the casino money pie can be
cut into fewer pieces.

Nasty politics, not just a bureaucratic determination.
