All the text mentions about them is:

"Art. 4
The meeting points of the state boundaries of the Ukraine, the
Republic of Moldavia, and Romania will be established by a separate
tripartite agreement.

Art. 5
1. The state boundary will be marked in the field by clearly visible
boundary markers:

a) at the meeting points of the state boundaries of the Ukraine, the
Republic of Moldavia, and Romania - by boundary meeting point markers;

(...)"

So presumably there will be erected special tripoint markers, but as
the tripoint agreement wasn't yet made at the time of this boundary
agreement (August 18, 1999), they hadn't been placed yet.
