No, the changes to the border that came into being in 1963 were
final. Note that not only the areas that were transfered in 1949 were
involved, but also some Dutch and German territory that didn't change
hands in 1949. So in 1963, the Netherlands annexed some German
territory, but the Fed. Rep. of Germany also annexed some Dutch
territory (territory that was Dutch prior to '49). An example is the
Mettmeer area (between Megchelen and Praest), ceded to Germany in
order to keep the then constructed Bundesautobahn A3 entirely in
Germany.
