It may be the treaty of 1816 to which reference is made is the
delimitation treaty between Prussia and the Netherlands. Prussia was
put out of its misery by the Allies in the late '40s or early '50s and
there must be something after 1816 that said Luxembourg assumed the
responsibilities that earlier burdened the Netherlands for that treaty
to have continued a Prussia-Lux condo. Even if we find that, then we
have to see where West Germany or the allies during post WW-II
occupation on behalf of D accepted Prussia's responsibilities to make
it a D-Lux condo.

Or is another 1816 treaty meant?

There's more to this than meets the eye.
