<div id="ygrps-yiv-1833258608">I am going to agree with two of Lowell&#39;s comments in<br/>
different e-mails.<br/>
Vatican City State and Holy See are different<br/>
entities.  The country itself Vatican City.  However<br/>
Holy See, as the catholic institution all over the<br/>
world, has some bit of extraterritoriality, the two<br/>
entities are sometimes confused.  Both are also led by<br/>
the pope.  To me, Holy See is more akin to SMOM than<br/>
Vatican City, which is the Country.<br/>
After World War II, when the UN was created, USSR had<br/>
a valid complaint that the UN could be used by the<br/>
capitalist countries as an attack on the communists. <br/>
As protection, Ukraine and Belarus were allowed to be<br/>
in the UN.  If it met certain conditions, any US state<br/>
or any UK kingdom would be allowed to join the UN. <br/>
USSR knew very well that no state or kingdom would end<br/>
up joining the UN.  I am not sure what the<br/>
requirements are or if the rule was ever repealed.<br/>
To me, the best indicator of a country is what a<br/>
reasonable discussion between us geographers identify<br/>
a country as a country.  Though truthfully, us border<br/>
freaks might end up increasing the number of countries<br/>
in search of extra enclaves and tripoints.<br/>
