I am going to agree with two of Lowell's comments in
different e-mails.
Vatican City State and Holy See are different
entities. The country itself Vatican City. However
Holy See, as the catholic institution all over the
world, has some bit of extraterritoriality, the two
entities are sometimes confused. Both are also led by
the pope. To me, Holy See is more akin to SMOM than
Vatican City, which is the Country.
After World War II, when the UN was created, USSR had
a valid complaint that the UN could be used by the
capitalist countries as an attack on the communists.
As protection, Ukraine and Belarus were allowed to be
in the UN. If it met certain conditions, any US state
or any UK kingdom would be allowed to join the UN.
USSR knew very well that no state or kingdom would end
up joining the UN. I am not sure what the
requirements are or if the rule was ever repealed.
To me, the best indicator of a country is what a
reasonable discussion between us geographers identify
a country as a country. Though truthfully, us border
freaks might end up increasing the number of countries
in search of extra enclaves and tripoints.
