Yes, that's it exactly.  I read somewhere that the reason for the change was that Iraq wanted to build an air base in the region, and the best site was on the Jordanian side of the boundary, so the boundary was changed.  That must be the one called "Ruwayshid" on the map.

I can recognize that the Russian at the tripoint refers to the Jabal 'Unayzah, the peak that delimited it at the time.  The Iraquis and Jordanians did some territorial swaps along their border since, so I don't know if the new tripoint is the same or not.
