You'll be lucky to find it on the Internet. Whilst ISO 3166-1 is freely
available, you have to pay for ISO 3166-2 (regional codes) and ISO 3166-3
(deprecated country codes). The cost is currently CHF 194.

ISO also take a dim view of people posting their standards on the Internet.
In my previous job, I asked for a copy of the ISO 3166 Reserved Codes, but
had to agree not to repost these.
