northern two-fifths of the US portion of this Seaway Island to be included<br/>
within the boundaries of the Saint Clair Flats State Wildlife Area.  The<br/>
southern boundary of this area is an east-west line that crosses the island at<br/>
about the latitude of the small islet off the southwestern point of Gull Island<br/>
(to the west) as shown on the topographic map.<br/>
