the actual legislation would be a treat if you could point me to it
for i have only been gleaning my data from secondary sources

astute observation imo

& similarly wonderful to catch sight of its flip side
which is that the lines of transportation & communication
themselves have also tended to crystallize & become
geographically fixed in pretty much the same manner & time
frame as the county lines
but along lines that tend to run perpendicular to them

so you really have a pair of offset interlocking networks
