state capital of carson city<br/>
& never even had a single resident <br/>
in its entire life<br/>
which however lasted only 2 years<br/>

& for the most remote external seat of government<br/>
excluding illegal claims to antarctica or outer space etc<br/>
perhaps it is one of those british territories in the indian ocean <br/>
governed from london<br/>
