i believe the size of the scale itself is what is meant
rather than the size of the area or objects shown

thus a 100000 to 1 scale map would be a larger scale map than
a 25000 to 1 scale map
tho details of course look larger at 25k than at 100k

but i have noticed there is a lot of confusion & disagreement
about this
