There appeared also a border-related article in the Washington Post
yesterday. It seems that a study was done on the locations of crimes
like assault, burglary, robbery, etc. in the Washington DC area, and
it was found that they are heaviest inside Maryland within two miles
of the DC border, and witin a mile on the DC side. We occasionally
see DC police cars in Maryland (once parked at a garden nursery while
the policewoman shopped with her two kids). The freeway leading south
out of downtown DC (295) is divided in DC and the only turn around
point for the DC police is in Maryland where there is a break in the
dividing barrier.

Two weeks ago, I was shopping at a plumbing supply store on the
border, and saw a car burning in a parking lot across the street in
Maryland. Whoever called the fire department called the DC one, and
while the police parked their cruisers on the street (all of which is
in DC), the DC fire truck ventured the 20 feet into Marlyand and put
out the fire. The MD fire truck showed up after it was over, which
was an issue the news article pointed out. By the time the two
jurisdictions notify each other of events, it's too late. It seems
their communications equipment and frequencies do not let them readily
talk to one another.
