suggests i may well have been mistaken to expect <br/>
congressional ratification of the new njny compact of 2000<br/>
& thus to expect the changes to occur in 2 stages<br/>
<br/>
since the 1998 court decision ordered this new compact<br/>
the simple approval of the changes in it by the special master <br/>
may have sufficed<br/>
or may have led to a confirmation by the court that sufficed<br/>
to change the boundary effective immediately & without any <br/>
further ado<br/>

in other words new njny ellis may actually have already been <br/>
legally completed circa 2000 in a single change<br/>
<br/>
but i dont have any confirmation of that yet either<br/>
<br/>
& i would think the supremes at least wouldve posted it<br/>
<br/>
so everything is completely up in the air now<br/>
