I had always assumed that the Manitoba-Saskatchewan "stepstair
boundary" was defined by township and ranges, similar to the public
land survey systems used in many of U.S. states (including here in
Florida...which is unique for a state located on the east coast).
Could there be a more esoteric reason behind that boundary?
