The "Human rights" issue would be the requirement that all Estonian
citizens at least speak the national language, I gather?

The whole thing doesn't surprise me, as it is so typical of Russian
geopolitics. It is surprising how many Duma members are of the
Zhirinovski type: drawing little maps of the world according to their
version of a new world order, wanting back everything the Russians
ever owned (like Alaska), and even more (wasn't it Zh. that wanted to
bathe his soldier boots in the Indian Ocean?). The Soviet Union, in
their understanding, was nothing else than Russia. Nostalgia is what
this is called.

But I'm probably not telling you anything here you didn't know
already.
