Sometimes those semi-porn sites I trawl give me more than I expect!
This site about nudist beaches in Yugoslavia has a photo of 2 chaps and
canoes near the bottom (pardon the pun), with the following info. Appears it
IS a river island.
Between Montenegro and Albania, thought the text below is a little
confusing.

At last a fantastic place for those who like long, sandy beaches (photo
above).

The place is called "Ada Bojana" and is an island in river Bojana. This
river makes the borderline between Yugoslavija and Albania. The river ends
into the sea with an "Y", and that island is Ada Bojana.

Today it belongs to Montenegro, together with Serbia forming todays
Yugoslavija. By this reason I think that it is closed. Because just behind
my back was a sign saying that we were not allowed to go any further. Which
we of course did to look over into the albanian side. By that time, in 86,
the yugoslav army didn�t need any observation post here. It was done
perfectly by the albanians. They didn�t let anyone alive over that border.
Just behind the trees you can see in the background is the albanian border.
The border between Croatia and Montenegro is reopened since last summer.
Note: the beautiful Kotor Bay and the town of Sveti Stefan can easily be
reached again. But the political situation in Montenegro is uncertain as
they want to break up from Serbia. They have now declared the German Mark as
their official currency. Probably that�s the first step to freedom. The
serbian army has occupied the airport of the capital Podgorica, former
Titograd.
