I haven't seen the aerticle in question, but i suspect it is a bonded
warehouse or something at Arica, or some other customs or govt-owned land,
and not sovereign enclave.
Ecuador has a cemetery in Peru that is an 'enclave' too, and the Japanese
war cemtery at Cowra in NSW Austrlaia is Jap-owned, but not an enclave.
