dont know but doubt it is sovereign territory

never encountered it locally anyway

they could mean an exclave in some other sense tho


you may still be able ride alongside that entire boundary on an old train
that climbs up & over the andes from sea level to the overnight stop in the
pass at charana
very near the bolivia chile peru tripoint
which i would have perused that night had i not been so chilly & oblivious
