[I'm a newbie so I apologize if this has already been covered
or solved]

I think this system will leave a handful of ambiguities. I can
think of 4 off the top of my head; I imagine there are less
than 10 though (I'll leave it as a geography puzzle for the
interested to find as many as you can with and without looking
at a map).

These can be fixed by adding some directional specifier to
the end (e.g. -e or -w).

FWIW, I favor using iso3166.
