Hi!
The EU-member states use license plates that include the EU (or
Council of Europe) flag colours with the country's letter in the
middle of the stars ring.
In Lithuania I have seen similar license plates (official ones or
not), but with a small Lithuanian flag and the letters "LT" inside
the stars ring.
