New South Wales governor Macquarie hailed from the Isle of Mull in Scotland. He is buried there, in a small vault in a small stone-walled field. This tomb is maintained by the National Trust of Australia, and is thus Australian property.

Luckily, membership of the British and Austrlaian national trusts is reciprocal, so that British Trust members do not have to pay extra to visit the site in their own country.
Arrangements for administration/maintenance would be similar to those made by the Commonwealth War Graves Commission, which maintains military cemeteries containing various Commonwealth forces, particularly from WW1 and WW2, around the world.

Macquarie's (Austrliaan) grave is at Knock, near Salen, on the Isle of Mull, next to Oban, Scotland.
