didn&#39;t past an act to allow dual citizenship for the<br/>
Conchs.  Why would they?  I read somewhere that this<br/>
&quot;act of congress&quot; was nothing more than congress<br/>
forcing border patrol to cancel the roadblock that was<br/>
the reason Conch Republic seceded.  Only thing is that<br/>
I can&#39;t find my source, so it might not be the truth. <br/>
Since nobody responded, I thought I should mention it,<br/>
even if it is totally wrong.<br/>
BTW, does anybody know what microstate claims all<br/>
non-territorial sea in the world.<br/>
