is as I see it clearly not any separate country, but some kind of a quasi
diplomatic organisation - diplomats and civil servants without their
own country. Somewhat similar to the Vatican City as a great part (most?)
of its citizens actually do not have the Vatican City as their real home
country. (If you know how diplomacy works in general you should not be very
amazed.)
I
presume the SMOM building in Rome has similar rights as an ordinary embassy
building. It is certainly a part of Italy.
