My guess is that it relates to the "manhole" also in the picture -- I think that it is some sort of water or sewage pumping equipment (or a well?) and the tower is an antenna that relays data on the well/sewer/pump back to a government office.
 
In Canada you see these sorts of things -- and sometimes strange antennae on traffic signals.  In fact, just before Point Roberts, on the Canadian side, there is a very similar mechanism.  And that, I know, is for water monitoring.

I send the files about Estonian-Russian border near
Dubki village which is Russian enclave.
File "Border1" is the photo taken about 100 metres
from the border where there is a notice "Private".
In files "Border2 and 3" are the photos taken on the
border. Does anybody have an idea what is this strange
mechanism exactly on the border? It stands on Russian
side as the yellow notice marks "Stop. Estonian
border" and Russian border mark is behind that
mechanism.
