The PACE lane was a special lane for cars and individuals who had gone through a security clearance and were allowed to cross the border without reporting.  There was a yearly fee -- in each direction.  The PACE pass only applied to the owner of the car and that particular car.  If there was someone else in the car, who was not part of the PACE program, then a standard border crossing would be required.  The PACE lanes were also subject to random checks.  The whole system was meant for people who cross the border a lot -- to go to work, school, etc.
 
PACE actually stood for Peace Arch Crossing Entry -- but applied to Point Roberts and other BC-WA crossings.  There was another program, Canpass, that did the same thing in Michigan & New York State, I believe.
 
However, after 9-11 these programs were halted.  I believe that there is a new system in place called NEXUS -- that is also running in Michigan.  It was scheduled to replace PACE and CANPASS even before 9-11. 
 
The secret to cross the border quickly (south of Vancouver) is to use the "truck" crossing -- which has shorter lines and involves a short detour.
