I&#39;m interested in what &quot;usual sense&quot; you mean. They have government <br/>
arrangements that are very different from the rest of Norway - <br/>
contrast the Canaries or the Azores, which are governed in precisely <br/>
the same way as the rest of the parent countries. Svalbard has a <br/>
degree of self-government, Jan Mayen is governed by remote control <br/>
from a desk in Norway, very like the US dependent islands in the <br/>
Pacific. So why are they not dependencies?<br/>
