I'm interested in what "usual sense" you mean. They have government
arrangements that are very different from the rest of Norway -
contrast the Canaries or the Azores, which are governed in precisely
the same way as the rest of the parent countries. Svalbard has a
degree of self-government, Jan Mayen is governed by remote control
from a desk in Norway, very like the US dependent islands in the
Pacific. So why are they not dependencies?
